i have found the problem to this it is a virus know as :

Adware:Win32/Vapsup is a group of programs that deliver unsolicited advertisements to a user's desktop. This group of programs can include Web browser toolbars, along with the delivery of stock quotes. Win32/Vapsup may be installed by TrojanDownloader:Win32/Zlob.gen!L.

also know as:

AdWare.Win32.Vapsup.hi

AdClicker-FC

W32/Vapsup.Y

Mal/BHO-D

i used defender and did a full scan this was picked up and deleted
