i have tried changing all of the security settings already nothing works.

I am not sure about Explorer but here are the steps to manage cookies with Mozilla:

open up the browser

click "Edit"

click "Preferences"

click "Privacy %26 Security"

click "Cookies"

Another way you can do it is to click "Tools" and "Cookie Manager".
